DR Congo's Bunagana town 'empty' as army presses M23

Constant fighting in the eastern Democratic Republic of Congo between the government and the rebels in that country has caused more than 8 million people to flee one of the most heavily populated cities in the country, Bunagana. The rebels asked for a cease fire because of all of the citizens getting injured, but the government pressed on and kept attacking. Do you think the government's should be torn down if the citizens see fight, no matter their stance on how their government should be run? Or do you think the government knows best?
