How do you think the health departments here should solve this problem?

Health departments should inform people about the actual vaccines that they are giving people. This way they are less "intimidating" and more people will wanna get them to ensure their health.

The health department should teach the parents more about the vaccine so they will be more willing to give it to their children.

They should inform people about the virus and the vaccine. This will make parents feel better instead of blindly letting their children be vaccinated.
